Under the plans, Labour wants all social homes to reach an energy performance certificate, or EPC, rating of at least C by 2030. A new assessment system is due to come into force the year before. Around one in four social homes currently fall below that standard, meaning roughly 1.1 million properties would need improvements over the rest of the decade. The updated system will look more closely at insulation, heating systems and the use of low-carbon technologies such as heat pumps and smart meters, alongside traditional measures of energy costs.
