Help is instead offered by individual member states. At the November 29 meeting, NATO Secretary General Jens Stoltenberg claimed that Ukraine is on the verge of becoming a member of the alliance. According to Stoltenberg, Ukraine's entry into NATO will happen following the conclusion of Russia's "brutal war of aggression.". Ukrainian Foreign Minister Dmytro Kuleba was reportedly in attendance at the council meeting, which was held in Brussels, Belgium. "I heard a clear 'no' to any reference to fatigue, and I heard (a) clear 'yes' to increased support to Ukraine. They understand that in order for them to feel safe, in order for them not to end up in a situation where NATO's soldiers will have to fight, Ukraine has to win in this war.", Dmytro Kuleba, Ukraine's Foreign Minister, via Fox News.
